Here is the hand held by West:-

When this hand was actually played, West bid 3 Spades and all the the other players passed. West was defeated by 2 tricks (he won seven tricks altogether), so, using Chicago or Duplicate scoring, North/South scored 100 points. With the cards they have, North/South can make 4 Hearts or 5 Clubs and would have scored 420 or 400 points. West's bid of 3 Spades is thus what is called a "good sacrifice". Even in Rubber Bridge scoring the bid would still be worthwhile.
